Once we have to start this registration procedure crap, it's time to start
shutting down the BBS's.  It ain't bloody worth it.  What needs to be done
is to get the FCC to make the BBS operators "no-fault" entities.  The damage
is done originally with the originator of the message.  Even in Olde Tymes
the practice was not to kill the messenger.
